The 1000 block of North Schmeer Road in Portland, Oregon, presents, perhaps, the starkest picture of the Income Inequality Gap in the city.
I'd travelled North Schmeer for many years, when it had the former Portland Meadows Thoroughbred Race Track. A vast complex of grandstands, track, stables, and training facilities. Then in 2019, the race track got axed. Everything was bought by Prologis, a property development company out of San Francisco to become a 1.8-million-square-foot industrial park. So far, Prologis' first tenant is Jeff Bezos's Amazon warehouse with acres of blacktop parking for cars and an always on-the-move fleet of countless Amazon delivery vans.
If Prologis was quick to assemble tilt-up warehouses for lease, the homeless were quicker. In 2020, North Schmeer was overwhelmed with the mobile homeless. It's been a balancing act, but their numbers are being reduced as the public policy not to disperse the homeless and spread Covid gets revised.
Still, this stark reminder of the Income Inequality Gap remains. There's a validity on both sides of North Schmeer Road. Amazon is growing like crazy. People buy 18-wheeler-truckloads online. And the car campers testify that Portland housing is too damn expensive. And while one can soapbox about Darwinian capitalism, the need is far more immediate. As commentator David Brooks says, we need a capitalism with compassion like the safety net in Scandinavia. Just think, Finland eliminated homelessness. It took radical action, but if 5,500,000 Finns could do it, why not 4,300,000 Oregonians?
But, for now, we don't have that Suomi imagination, preferring to kick the can (or camper) down the road.
Camper numbers will steadily drop. Authorities will go in and pick them off, one by one. Clear out public health hazards. Bring in a tow truck for the undrivable vehicle. In Amazon's Back Yard, they must be dispersed. And half-ton boulders makes nice "landscape disincentives" for any mobile campers. Call them tombstones for lives sent elsewhere.
